Cybersecurity advisory services and a virtual CISO for your board

Cybersecurity advisory services give an organisation senior security leadership, a strategy and board-level reporting without hiring a full-time chief information security officer (CISO). Arke Technologies, in Johannesburg, provides a virtual CISO (vCISO) to organisations, public bodies and schools across South Africa, covering risk, policy, compliance and plain-language reporting.

What a virtual CISO does

A virtual CISO, or vCISO, provides the chief information security officer function part-time, as a service. The role sets security strategy, owns the cyber risk register, writes and maintains policy, oversees incident readiness and reports to the executive and board. It suits organisations that need that judgement but not a full-time executive: mid-sized companies, municipalities and public entities, universities and TVET colleges, and school groups.

Cyber security advisory is different from security operations. The vCISO recommends what should be done, in what order and at what cost; your executive decides, and engineers and managed services carry it out. Our CISO advisory services sit above our cybersecurity services and work equally well when your own team, or another provider, runs day-to-day security. For technology leadership beyond security, see IT consulting and virtual CIO.

When organisations bring in a virtual CISO

  • The board or audit committee asks who owns cyber risk, and nobody can answer with evidence.
  • An internal audit, Auditor-General or insurer finding needs a credible response.
  • A tender, enterprise customer or international client asks for ISO 27001 alignment, SOC 2 evidence or a completed security questionnaire.
  • A security compromise has exposed gaps, including in POPIA section 22 notification.
  • The IT manager is stretched between keeping systems running and leading security.
  • A major change is coming: a cloud migration, a Microsoft 365 rollout, AI adoption or a merger.

What our cybersecurity advisory services deliver

  • Cybersecurity risk management strategy

    A few pages that name the risks that matter, your risk appetite, the controls to fund and the measures that show progress. National documents such as South Africa's National Cybersecurity Policy Framework, the US Department of Homeland Security (DHS) cybersecurity strategy and the US defence department's (DoD) cyber strategy show the shape at national scale; yours should be shorter and tied to your budget.

  • Cyber security management plan

    The strategy turned into annual cyber security plans: projects, owners, budgets and dates, aligned to your budget cycle (the MTEF for departments, the MFMA budget process for municipalities).

  • IT security governance framework

    Who decides, who is accountable and how risk is escalated, set out against King IV Principle 12 (King V Principle 10), the Govern function of the NIST Cybersecurity Framework and clause 5 of ISO/IEC 27001.

  • CISO risk management

    A living risk register, reviewed monthly, with every risk owned, rated and treated.

  • Policy

    An information security policy set your people can follow, not a shelf of templates.

  • Supplier risk

    Security terms and reviews for the suppliers who hold your data or reach your systems.

Information security governance and risk management

Information security governance and risk management are two halves of one duty. Governance sets direction: the board or council approves the strategy and the risk appetite, and a committee oversees delivery. Risk management does the work: identify, rate, treat and monitor each risk, and escalate those that exceed the appetite.

IT security governance fails in two familiar ways. Either security is left entirely to the IT manager, who carries the risk without the authority, or the board receives technical reports it cannot act on. The vCISO sits between the two, turning risks into decisions a board can take and decisions into work the IT team can do. In the public sector, the PFMA and MFMA duty to maintain effective risk management and internal control extends to information security, and the Auditor-General tests it; see cybersecurity for government and IT governance, risk and compliance.

Cyber security reporting a board can use

Cyber security reporting should answer three questions: are we more or less exposed than last quarter, what is being done, and what must the board decide? Our board report covers:

  • the top risks, their trend and the treatments under way;
  • incidents by priority, P1 to P4, with the lessons learned;
  • control coverage: multi-factor authentication, patching, tested backups and managed devices;
  • phishing simulation and training results;
  • open audit, POPIA and ISO 27001 findings, with owners and dates;
  • supplier risks and contract gaps; and
  • the decisions and budget requested.

Virtual CISO, full-time CISO or project consultant

The right model depends on your size, your risk and who will own security day to day:

How a vCISO engagement runs

  1. Discovery

    Interviews with your executive, IT team and Information Officer; audits, incidents and contracts reviewed.

  2. Baseline

    A security assessment against the NIST Cybersecurity Framework and ISO/IEC 27001, with the top risks rated; see cybersecurity assessment.

  3. Strategy and plan

    The strategy and a costed first-year plan, for executive approval.

  4. Cadence

    A monthly security review with IT, a quarterly report to the executive or audit committee, and an annual review of strategy, policy and the risk register.

  5. Delivery oversight

    Projects tracked against the plan, whoever delivers them: your team, us or another provider.

  6. Handover

    Everything documented, so the function continues if you later appoint a full-time CISO.

Independence and experience

If we also run your IT or security operations, the vCISO reports to your executive, not to our service desk, and findings about our own service are reported like any other. Where you need a formal independent opinion, we say so and recommend an independent reviewer.

Our cybersecurity advisory rests on operating work. Our team runs managed IT and cybersecurity for client organisations in South Africa: Microsoft 365 hardening, Microsoft Sentinel SIEM deployment, Entra ID governance, Linux server administration and POPIA compliance management; see managed security operations. The controls a vCISO recommends are ones our team deploys and runs.

Governance, procurement and continuity

  • Governance. A named service lead, documented escalation paths, change control and reports at the cadence your committee sets.
  • Compliance. Advice grounded in POPIA and PAIA, King IV and King V, the PFMA or MFMA, and controls aligned with ISO/IEC 27001 and the NIST Cybersecurity Framework.
  • Procurement. Arke Technologies (Pty) Ltd is a Level 1 B-BBEE contributor (sworn affidavit available on request). Company documents, our CSD supplier number and SARS tax compliance status are available on request, and we complete SBD forms when a bid requires them. See company facts. A vCISO engagement is contracted on a written scope and purchase order, or through your tender or quotation process.
  • Continuity. The strategy, plans, registers, policies and reports are yours, in editable formats, and you own your data, credentials and documentation.

What a virtual CISO costs

Last reviewed: September 2026.

A virtual CISO is priced by the time the role needs each month and the deliverables in scope: a monthly review and a quarterly board report cost less than a year that also leads ISO 27001 certification and a POPIA overhaul. The role can sit inside a managed agreement or run on its own, quoted in writing against a defined scope and cadence after a discovery conversation. For context, published South African rates for IT project work run from about R550 to R750 an hour ex VAT (matnet.co.za, September 2026).

Frequently asked questions

What is a vCISO? Show answer

A vCISO, or virtual chief information security officer, is a senior security leader who provides the CISO function part-time, as a service. The vCISO sets strategy, owns the risk register, writes policy, oversees compliance and incident readiness, and reports to the executive and board. It suits organisations that need senior security judgement but not a full-time executive.

What is the difference between a vCISO and a vCIO? Show answer

A vCIO leads technology as a whole: strategy, budgets, systems, suppliers and IT operations. A vCISO leads security: risk, policy, compliance, incident readiness and security reporting. Larger organisations separate the roles so that security has an independent voice; smaller ones may combine them. We offer both, and keep the security reporting line independent where one team holds both roles.

When does an organisation need a virtual CISO? Show answer

An organisation needs a virtual CISO when cyber risk has outgrown what its IT manager can own alongside operations, but a full-time CISO is not yet justified. Common triggers are a board or audit committee asking for evidence, an audit or insurer finding, a tender that requires ISO 27001 alignment, a security incident, or a major change such as a cloud migration.

How much does a virtual CISO cost in South Africa? Show answer

A virtual CISO is priced by the time the role needs each month and the deliverables in scope, so you pay for the hours the work requires rather than a full-time salary. We quote against a written scope, inside a managed agreement or on its own. For context, published rates for IT project work in South Africa run from about R550 to R750 an hour ex VAT (matnet.co.za, September 2026).

What is a cybersecurity risk management strategy? Show answer

A cybersecurity risk management strategy sets out which cyber risks matter most to your organisation, how much risk the board will accept, which controls you will fund and in what order, and how progress will be measured. It should fit on a few pages, be approved by the executive or board, and become an annual cyber security management plan with owners and dates.

What should a cyber security report to the board include? Show answer

A cyber security report to the board should show the top risks and their trend, incidents by priority with lessons learned, coverage of key controls such as multi-factor authentication, patching and tested backups, training and phishing results, open audit and compliance findings, and the decisions or budget requested. Keep it to a few pages, written for non-specialists.

Can a virtual CISO work with our existing IT provider? Show answer

Yes. A virtual CISO sets direction and checks delivery, whoever carries out the work: your own IT team, your current provider or us. The vCISO agrees the security plan with your provider, reviews its reports and escalates gaps to your executive. That separation is useful in itself, because it gives the board an independent view of how well security is run.
